           , explains, the idea behind Grow Clinton’s EntreFuel is simple:

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           "Everyone in business has a growth idea. Everyone not yet in business has a startup dream. Serial entrepreneurs are cursed with both.”
          &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Without a nearby university or traditional entrepreneurial hub, local founders often felt they were building their businesses without enough support. “EntreFuel began because Clinton lacks a nearby university or traditional entrepreneurial hub that typically provides training, mentorship, and business development programs.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            To address that gap, Grow Clinton partnered with the
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://www.ruralideas.net/" target="_blank"&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            Rural Ideas Network
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      
           , the Small Business Development Center, and local organizers to unify existing programs under one recognizable brand. As Parbs describes it, “We rebranded our regular coffee talks and anything related to business skills and business development to EntreFuel.”

      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           Early on, this created some uncertainty about what fell under the EntreFuel umbrella, but the team used that to highlight the shared needs of new and existing businesses. “We leaned into that confusion to highlight the shared need for peer-to-peer mentorship and skill building for all entrepreneurs and businesses.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            As the program grew, it became clear that more hands-on support was needed. Grow Clinton partnered with
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;a href="https://newbo.co/" target="_blank"&gt;&#xD;
      &lt;strong&gt;&#xD;
        
            NewBoCo
           &#xD;
      &lt;/strong&gt;&#xD;
    &lt;/a&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            and brought in
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           Alex Taylor,
          &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Director of Entrepreneurship at NewBoCo,
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           to provide direct assistance. “Alex is here on the 2nd and 4th Wednesdays of the month with open entrepreneurship hours. He is establishing a framework of activities and resources for our startups.” The latest phase of the program was launched on April 28, when the organization announced its regular schedule, startup weekend, student pitch opportunities, and long-term pitch contest for entrepreneurs.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            Community engagement with EntreFuel has been strong. According to Parbs, “We are seeing people recognize the EntreFuel brand and attending because EntreFuel provides value.” Leadership Unlocked reached 151 unique participants, and
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           more than 500 people
          &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            have taken part in EntreFuel programming overall. The team is also seeing new ideas emerge. “We are seeing popups and boutiques and new ideas germinate.” Through NewBoCo’s early work, additional needs surfaced, such as a shortage of business-law services, prompting new recruitment efforts.
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;strong&gt;&#xD;
      
           Building the program has come with challenges.
          &#xD;
    &lt;/strong&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            One of the first was the need for more face‑to‑face guidance. “The demand for in-person meetings necessitated NewBoCo.” Another was helping business owners recognize they already had growth opportunities hidden within their operations. “With enough questions, we could unearth a growth idea.” EntreFuel also lacked a ready list of early‑stage professional service providers, though that network is now being built. Additional visibility came from community partners supporting Leadership Unlocked. As Parbs notes, this “helped bring great awareness to the brand."

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Looking ahead, Grow Clinton is working with NewBoCo to build a long-term structure for entrepreneurship in the region. The goal is clear: “By self-sustaining, we want a small staff of 6 that covers events, membership, workforce, economic development, community development, and tourism to, in two years, have an ecosystem that is humming and self-replicating.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           At the same time, other projects are energizing the community. “We have a lot of interesting projects, none more than our art explosion in town.” Clinton is preparing for installations such as the Thomas Dambo trolls, new mural work, expanded arts districts, and additional creative programming downtown. Development continues in the Lincolnway Industrial Rail &amp;amp; Air Park as well. "Lots of awesome stuff is happening in our Lincolnway Industrial Rail &amp;amp; Air Park; and in 2026, we will have Super 8 Logistics and Atlas Roofing moving cars in the Railpark.”
          &#xD;

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;

           One building now features two apartments and two commercial spaces, another offers seven apartments and two commercial spaces, and a third combines owner-occupied living space with a business. Additionally, the Deer Creek complex, developed with the support of workforce housing tax credits and Eagle Construction, has added 128 apartments, helping to address Estherville's housing shortage.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
      &lt;span&gt;&#xD;

      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           "These initiatives have not only boosted downtown foot traffic but also inspired improvements in existing rental properties, as competition encourages landlords to enhance their offerings. Overall, these projects have played an essential role in revitalizing the local economy and making Estherville an even more appealing place to live and work."
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;

           Looking ahead, Lexie shares what’s currently in motion for the community, "We are currently working on the River Recreation Enhancement Project which has received multiple state, federal and local grants. It includes a new event venue, trail extensions, campground, ADA fishing platform, dam mitigation, river accesses and enhanced water trail. We are excited for this project to begin construction!"

           . I have the privilege of serving the folks throughout Wright County—from our hubs in Clarion, Eagle Grove, and Belmond to the hardworking residents in our smaller rural communities like Dows, Rowan, Goldfield, Galt, and Woolstock.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;

           After 45 years in public service—as a healthcare provider, a City Administrator, and a Councilman—Aaron found himself drawn to a role that would let him help not just individuals, but whole communities.
            &#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
&lt;/div&gt;&#xD;
&lt;div&gt;&#xD;

           “What drew me to this role was the opportunity to move from helping individuals to helping entire communities. I truly believe I was in the right place at the right time.”
          &#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           He loves the variety of the job, noting that “one hour I’m looking at TIF certifications for our Agribusiness Park, and the next I’m learning about cutting-edge hydrogen exploration happening right here in our soil.”
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            What really energizes Aaron about doing this work in Iowa is what he calls
           &#xD;
      &lt;/span&gt;&#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      
           “the innovation in the unexpected.”
          &#xD;
    &lt;/span&gt;&#xD;
    &lt;span&gt;&#xD;
      &lt;span&gt;&#xD;
        
            In his eyes, Iowa isn’t just quiet farm towns—it’s a state leading in energy transition and ag‑tech. But most of all, he appreciates the people: “We are a community where people still answer the phone, support their neighbors, and have a deep sense of pride in their local main streets.” He says the momentum around rural housing and quality of life right now is “just infectious.”
           &#xD;
      &lt;/span&gt;&#xD;

Above all, he’s proud of the people who make Wright County what it is. “We are incredibly fortunate to have an extensive list of dedicated volunteers county-wide… At the end of the day, economic development is about people, and when you have passionate volunteers like the residents of Wright County, you’re already halfway to a win.”

This honor recognizes individuals who have demonstrated a lifelong commitment to advancing economic development in Iowa and have made significant contributions to the organization and the communities they serve.

           Dennis Fraise, CEcD
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Dennis Fraise, CEcD has made a profound impact on Iowa’s economic development landscape throughout his distinguished career. Known for his professionalism and willingness to share best practices and mine knowledge across organizations, industries, and professions has elevated the bar of economic development. Dennis’ out of the box thinking, expansive network, and focus on achieving results have made a positive difference across many organizations. Volunteering as a member of the Heartland Economic Development Course faculty paved the way for a new approach to teaching the fundamentals of introductory workforce development within EDOs. Dennis’ workforce related efforts were recognized by the International Economic Development Council (IEDC) in 2017 when LCEDG received a Gold Award for the Lee County workforce development program, Grow Lee. Dennis has been a dedicated advocate for the growth and prosperity of Iowa’s communities.
          &#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;br/&gt;&#xD;
  &lt;/p&gt;&#xD;

           Steve Shupp
          &#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Throughout his career at Alliant Energy, Steve Shupp was a steadfast presence at Iowa Economic Development Authority board meetings, advocating for local projects and ensuring their success by garnering crucial support from the state. His ability to forge strategic relationships was instrumental in fostering prospects and catalyzing tangible growth and job creation across various communities in Iowa, which have not only advanced economic development efforts but also fostered collaboration across public and private sectors. Steve’s commitment to excellence and community engagement has set a high standard within the field.

           With an unwavering dedication and approach to business retention and expansion, attraction, project and organizational management solidifies her role and mark as partner, champion, and friend. She challenges each of us to elevate our own game and to walk alongside her in achieving the potential she sees in her community, counties, and state.

           Maureen’s record of service is extensive and includes: PDI member, board member and past president, board member and past president of Mid Iowa Growth Partnership; Iowa SBDC advisory board and past state chair; Iowa Lake’s Community College SBDC advisory board; North Iowa Pappajohn Business Accelerator board of directors; University of Iowa Leadership for Public Health; Kossuth/Palo Alto County Revolving Loan and Enterprise Zone Commissions; Northeast IA Community Foundation board of directors, and many community and school district boards and commissions. Maureen has been instrumental in driving key initiatives that have helped to guarantee a future workforce in North Iowa by encouraging young adults to settle and bring new business to the area that will have an impact on hundreds of lives and area businesses. Her leadership and passion for economic development continue to inspire the next generation of professionals.

           Professional Developers of Iowa is the state association of economic development professionals united to strengthen communities and drive long-term growth for Iowa. PDI’s more than 300 members come from disciplines including community, county and regional economic developers, utilities, legal and financial firms, universities, community colleges, engineering and construction firms, and rail transportation companies. PDI’s 2025 legislative priorities represent the collective interests of economic development leaders across Iowa’s 99 counties.

           The best environment for economic growth empowers Iowa communities and businesses to collaborate and thrive. PDI supports tax credits and financial tools competitively aligned with Iowa’s target industries, startups, and the development community. PDI encourages the legislature to fully fund these programs and scale them as necessary. Iowa’s Workforce Housing program continues to lag behind private sector demand. PDI supports the development of new tools that support emerging industries and position Iowa as a national leader in economic growth. PDI applauds recent income tax reforms and stands ready to inform continued work in modernizing Iowa’s tax policy into a more predictive, user-friendly, and competitive system. Through all reforms, PDI is a strong supporter of local government and protecting local control in our communities. We remain strong advocates for protecting Local Option Sales Tax, defending Tax Increment Financing, and developing other tools that empower local and county governments.

  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           Investing in Iowa’s Infrastructure means leveraging unique assets to compete in a global economy. PDI supports bold proposals such as the establishment of an “infrastructure bank” to reinvest earnings from state reserves into a low-interest loan program for community and county infrastructure projects. We stand behind continued investments in water quality and water infrastructure projects. PDI encourages the legislature to invest in outdoor recreation and natural resources that enhance access to Iowa’s unique landscape. PDI asks the legislature to consider new sustainable, innovative, and diverse funding mechanisms for Iowa’s transportation infrastructure to keep up with ever-changing consumer and traffic demands. PDI also seeks additional resources for continued investments in Iowa’s roads, bridges, levees, and flood mitigation systems.
          &#xD;
    &lt;/span&gt;&#xD;

  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;

           Workforce Retention &amp;amp; Attraction
          &#xD;
    &lt;/span&gt;&#xD;

    &lt;span&gt;&#xD;
      &lt;br/&gt;&#xD;
    &lt;/span&gt;&#xD;
  &lt;/p&gt;&#xD;
  &lt;p&gt;&#xD;
    &lt;span&gt;&#xD;
      
           PDI supports sustainable solutions and incentives that propel businesses and employees to overcome barriers to employment. PDI encourages the legislature to accelerate its focus on sustainable funding for job training. These include the highly successful 260E and 260F programs. PDI is rooted in partnerships and advocates for Iowa’s high schools, and community colleges, and growth in apprenticeship programs for high-demand careers. Iowa must regain its status as an educational leader by breaking down barriers between local school boards, considering the expansion of preschool, and increasing funding for community colleges. PDI also supports new tools to grow Iowa’s population. Examples may include tax credits for individuals burdened by student loans, childcare, and housing costs. Iowa must be viewed as a welcoming state to all individuals. We are supporters of federal legislation that improves national immigration policy and legally grows our workforce.

    &lt;/span&gt;&#xD;

           Iowa has made large strides toward addressing the state’s greatest housing needs. Communities impacted by natural disasters face a high risk of losing population as housing stock is diminished. PDI supports a new $50 million cap to the Workforce Housing Tax Credits with a new focus on owner-occupied housing and reinvestments into the state’s aging stock. Given the progress in addressing Child Care over the past several legislative sessions, the affordability of care must continue to be addressed. PDI also asks state leaders to boldly invest in sustainable quality-of-place initiatives through ongoing permanent funding to Destination Iowa.

            The Professional Developers of Iowa is a statewide organization of nearly 300 professional economic developers. PDI also provides timely educational opportunities to enhance professional knowledge, growth, and effectiveness, and advocates for economic development on the local, state, and national levels.

           I am pleased that the both of you will be joining the many other economic development professionals at the 2024 PDI Fall Conference. This PDI scholarship is special because it honors one of our own in the economic development community – Cindy Litwiller. She made a lasting impact on the state and the communities she served. After passing away from COVID-19 in March 2021, the scholarship was set up in Cindy’s name to pay her knowledge and professionalism forward. I appreciate the work that all of our communities are doing and look forward to seeing how the education and networking available at the conference can amplify those efforts.
